You've enforced "we don't hit" for six months. Consistently. Firmly. And yet you're still getting slapped in the face at Target.

"Because I said so" is just a feature shipped without a story. Your toddler has adopted it the way users adopt confusing features: technically complying when directly observed, ignoring it everywhere else.

"We don't hit because hitting hurts people we love" isn't softer parenting. It's narrative context. The story explains the why. The why makes it stick. Without the story, you're just shipping compliance requirements and hoping nobody finds the workaround.
